Excess Costs

Unless otherwise allowed, funds provided to a Member LEA under Part B of the Individuals with Disabilities Education Act (IDEA) may be used only to cover excess costs for special education and related services for students with disabilities. Excess costs are the costs of educating a student with a disability that are higher than the average annual cost per student for that LEA.

A Member LEA meets the excess cost requirement if it spends at least the required minimum amount on educating students with disabilities before using Part B funds, as outlined in federal regulations (34 CFR Section 300.202).

The Excess Cost Report must be submitted to the Fresno County SELPA on or before September 15 of each year.
