Attachment I is a comprehensive list of all members participating in the special education local plan area (SELPA). This includes all local educational agencies (LEAs) as well as any entities participating by means of joint powers authority (JPAs) pursuant to California Education Code (EC) sections 56195.1(b) and (c). For the purposes of special education, an LEA is defined as a school district, charter school designated as an LEA for special education purposes, a COE, or a SELPA providing direct services pursuant to EC Section 56026.3. 

Additionally, Attachment I is a reporting tool for any membership changes due to LEA which have closed, merged, newly opened, or transferred to or transferred from the SELPA. Additional information on Local Plan submission requirements for all LEA membership changes can be found in A1. Local Plan Submission in this guidance document. In the case of LEA mergers or transfers to or from the SELPA, evidence that the requirements of EC Section 56207 have been met prior to the transfer of an existing program and/or service between SELPAs must be reported using Attachment VII (See Attachment VII guidance below) for LEA mergers and transfers to or from the SELPA.
