Sub-Recipient Assurance

Special education grants funded by state or federal sources must follow the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. These requirements are outlined in 2 CFR Part 200 and are commonly known as the Uniform Guidance.

The Uniform Guidance replaces earlier rules found in the Education Department General Administrative Regulations (EDGAR) and prior Office of Management and Budget (OMB) circulars.

General Assurances and Certifications are required for all special education grants funded by state or federal sources and are included as part of these requirements. As a condition of receiving special education funds from the SELPA, the Local Educational Agency (LEA) agrees to follow the Uniform Guidance and comply with these assurances and certifications.

Each year, the Fresno County SELPA provides a Sub‑Recipient Assurance form to every Member LEA. This form must be submitted by October 15.
