State Mental Health Funding
Source of Funds
The State provides for educationally related mental health funding. Funding prior to 2020-21 is limited to mental health services that are included within a student’s IEP. Funding from 2020-21 and thereafter is open to mental health services to students with or without an IEP. This funding is also known as Assembly Bill (AB) 114 funding.
Effective 2023-24, CDE calculates this funding based upon each unit of average daily attendance for the current fiscal year as of the second principal apportionment. Learn more about the source of these funds here.
Funding Allocation
Effective 2023-24, the Member LEA receives the funds directly from CDE through the Principal Apportionment.
For 2022-23 and prior, the Fresno County Charter SELPA allocated Special Education - Mental Health Service funds using the following categories:
- State Mental Health - ADA. This was allocated by the same ADA used for the CDE apportionment.
- State Mental Health - Claims. This was allocated by approved mental health expenditure claims.
