Out-of-Home Care Funding

Source of Funds

The Out-of-Home Care Funding exhibit calculates funding to each special education local plan area (SELPA) for foster youth, pupils placed in the short-term residential therapeutic program (STRTP) and three other types of facilities located within a SELPA’s geographic boundaries. The State provides funding for each SELPA based on rates for the following data:

  • Foster Youth Cumulative Enrollment
  • STRTP Average Daily Population
  • Community Care Pupil Counts
  • Intermediate Care Pupil Counts
  • Skilled Nursing Pupil Counts
  • Proportional Share of Savings

FOSTER YOUTH CUMULATIVE ENROLLMENT

Funds are determined based on the sum of cumulative enrollment for foster youth reported through the California Longitudinal Pupil Achievement Data System (CALPADS). CALPADS reports that were used to pull cumulative foster youth enrollments are described in the CALPADS User Manual here

As a result of the daily reporting used, this calculation may create difficulties for SELPAs to tie to CDE's data. Learn more about the CDE reporting process and the suggested workaround for SELPAs here.  

STRTP AVERAGE DAILY POPULATION

Funds are determined based on the average daily population at each STRTP provided by the California Department of Social Services (CDSS). The California Department of Education (CDE) uses data that is provided under the Data Exchange Project with CDSS. LEAs can access the STRTP's here. COMMUNITY CARE PUPIL COUNTS

Funds are determined based on the pupil data provided by the Department of Developmental Services (DDS) as of April 1 of each year. Please note that the 2022-23 annual recertification will include only 39 pupils statewide, and it will impact 13 SELPAs. However, this could change significantly in the future as this is where Residential Care Group Homes will be counted.

INTERMEDIATE CARE PUPIL COUNTS

Funds are determined based on the pupil data provided by DDS as of April 1 of each year. 

SKILLED NURSING PUPIL COUNTS

Funds are determined based on the pupil data provided by DDS as of April 1 of each year. 

PROPORTIONAL SHARE OF SAVINGS

The Out-of-Home Care Funding Program Update mandates that the total State Apportionment for Out-of-Home Care remains in the program. Any balances that remain after the allocations based on the data and the rates are then allocated based on a proportional share. The calculation and an example can be accessed here

Funding History

The Out-of-Home Care funding model was changed significantly, beginning 2021-22. This change was due to the Continuum of Care Reform that began 2012, and that required an end to congregate care placements. Funding Allocation

The Fresno County Charter SELPA allocates Out-of-Home Care funds based on a per-ADA amount.

Accounting

  • Revenue is transferred using 0100-65000-0-5001-0000-879200. 
  • Expenditures can be coded to 0100-65000-0-5xxx-xxxx-xxxxxx.

The revenue for the Base Grant Funding is part of the State's overall AB 602 Principal Apportionment

Use of Funds

Funds can be used to provide IEP-based special education and related services to students aged 3 through 21. Out of Home Care Use of Funds
